Excellent question and I got this answear from Alen:

"HR is Croatian pedigree, HUR is Croatian conditional pedigree, JR is
Yugoslav pedigree and JUR is Yugoslav conditional pedigree. HR was issued
from the moment Croatia was independent country (and Croatian Kennel Club
independent of Yugoslavian KC) and JR before that. Conditional pedigrees
were issued when the Stood Book was opened and registration of unregistered
dogs was allowed. Croatian Kennel Club made that decision again and Stood
Book for Croatian Sheepdogs is now opened. With this act we'll
put some high quality unregistered dogs back into Croatian Sheepdog
"registered" gene pool."
